This Arizona program to provide Early Childhood
Development and support 31 Regional Partnership Councils
is funded by an $.80 per pack cigarette tax increase. This tax
increase was approved by Arizonas voters through
Proposition 203. Key supporters behind First Things First
were Nadine & Eddie Basha.
This Early Childhood Development Program was Nationally
recognized as the best state program in the USA by "Smart
Start" National Conference in North Carolina, May 7, 2009.
The 31 Arizona Regional Partnership Councils honored
include individual recognition of 19 American Indian
Reservation tribes in Arizona, plus 12 other Regional
Partnership Councils in other Arizona locations.
