"Donna M. Shimp, Plaintiff in landmark 1976 Bell Telephone
of New Jersey first legal case victory in America, winning the
right to a smoke-free workplace. After winning her court
case in 1976, during which Surgeon Generals Luther L. Terry
and Jesse L. Steinfeld served as expert witnesses, she
received the "American Lung Association Pioneer Award for
outstanding achievement in Environmental Health".

She then went on, with husband, Property Management
Consultant
E. Benjamin Shimp, to form the "Environmental
Improvement Associates
" Consultation Group. This
association, co-founded with former U.S. Surgeon General
Dr. Luther L. Terry, was created to help others win similar
smoke-free workplace cases.

Donna Shimp's work through "Environmental Improvement
Associates" received international attention. As a result, she
and world renowned Passive Smoke Researcher, Dr. Takeshi
Hirayama plus Dr. Martin Kawano of Japan shared their
research information and became acquainted. At the 6th
World Conference on Smoking and Health in Tokyo, Japan
(1987), Drs. Hirayama, Kawano and Japanese colleagues
opened the plenary session, then inviting Donna Shimp to be
the first American to speak at the Conference.

It was during Donna Shimp's opening plenary session
remarks that this American Representative announced to a
stunned world audience representing 52 Countries from 6
continents, that the combined team of the Indian Health
Service (IHS), Native American Indian Leaders, and
supportive Native American communities had accomplished
a goal most had thought not realistically possible. All 100%
of Hospitals/Clinics (200 facilities in 26 states) serving
Native American patients had successfully implemented a
policy totally banning all indoor smoking without loopholes,
in 100% of their facilities. With this announcement,
everyone in the huge audience rose to their feet for a 5
minute standing ovation.

The Conference later passed a resolution by acclimation that
this Native American-IHS  100% Smoke-Free Hospital
achievement would henceforth be the role model standard
for all hospitals around the world.  The "International
Network Towards Smoke-Free Hospitals", headquartered in
the U.K., is continuing to carry forward and expand this
Smoke-Free Hospitals message world-wide "
